The present invention relates to an open operation management system and an operation method using the same. More specifically, a manager or an operator selects and installs software and a device manufactured by a third person in a management system even if a supplier of a service module which is software and a device desired by the manager or the operator does not supply the service module and the device. Individual functions are integrated and installed without separate construction for each field to autonomously perform functions that the consumers want to maximize operation management performance such as energy consumption saving.
