The present invention relates to a device for avoiding LTE inter-cell interference and a method thereof which can improve a situation where the quality thereof is reduced due to inter-cell interference in an LTE system. In addition, the device for avoiding LTE inter-cell interference comprises: a cell coverage verifier which checks the cell coverage of a serving cell, and selects the same as line of a line of sight (LOS) cell in the case that the cell coverage exceeds a first threshold; a polluting cell determiner which determines whether the LOS cell, selected by the cell coverage verifier, is a PCI polluting cell or not; an object cell selector which checks a cut rate among the PCI polluting cells determined by the polluting cell selector, and selects a frequency shift object cell; and a shift frequency selector which selects a shift frequency by considering a frequency raster and a guard band available in LTE with respect to the frequency shift object cell selected by the object cell selector.
