According to the present invention, a visual fatigue-based watermarking method analyzes characteristics of a target image to generate a visual fatigue map composed of an occlusion area map and a non-focus area map, and inserts a watermark into the target image based on the visual fatigue map, thereby effectively reducing an increase in visual fatigue while minimizing target image distortion due to the watermark insertion and maintaining the robustness against an attack.
