The present invention relates to an air purifying and air conditioning system for improving indoor air quality, comprising: a heat exchange device for indoor and outdoor air; a fine dust removal filter contained in the indoor and outdoor air; a pressure conversion device for generating oxygen and removing carbon dioxide; and a photoelectron catalytic device for purifying harmful gas. Accordingly, concentration of oxygen and carbon dioxide in the indoor air is controlled, and fine dust and harmful gas are removed. Therefore, the indoor air can be kept pleasantly all the time.
