The present invention relates to an ultra high-strength aqueous epoxy resin mortar composition including an eco-friendly aqueous amine-based hardener for achieving radiation shielding, bulletproof, protection and earthquake-proof functions, and a structure construction method using the same. More specifically, the method includes the following steps: installing a mold for the installation of a slab or wall of a structure; and forming the slab or wall by placing an aqueous epoxy resin mortar composition in the mold. According to the present invention, since the surface of an amine-based compound is replaced by an epoxy compound, the particular amine odor from an existing amine hardener can be effectively reduced.
