Migration System and Method by Fuzzy Value Rebalance in Distributed Cloud Environment

Disclosed is a migration system. The migration system comprises: a resource monitoring unit monitoring resource usage; a fuzzy system performing fuzzification and learning on resource usage data monitored by the resource monitoring unit, and determining whether fuzzy readjustment is necessary based on prediction data obtained through the learning; and a migration management unit determining whether to perform migration according to whether the fuzzy of the fuzzy system is readjusted.
