The present invention relates to a cosmetic composition comprising a fraction of Forsythia koreana flower extract as an active ingredient. Specifically, the present invention relates to a skin whitening, antioxidant or anti-inflammatory cosmetic composition, comprising, as an active ingredient, a fraction of Forsythia koreana flower extract obtained by first fractionation of Forsythia koreana flower extract with a solvent containing water and a second fractionation with a solvent containing ethyl acetate and butanol; a method for preparing a fraction of the Forsythia koreana flower extract; a method for separating phenolic compounds from Forsythia koreana flowers; and novel phenolic compounds. The fraction of Forsythia koreana flower extract according to the present invention contains a high concentration of phenolic compounds, has no toxicity to cells, and has excellent skin whitening, anti-inflammatory or antioxidant activity, thereby usefully used as an active ingredient of the cosmetic composition.;COPYRIGHT KIPO 2019
