Disclosed are a method of encoding and decoding an image using a correlation between YCbCr values and an apparatus thereof. According to one aspect of embodiments, a method of decoding an image, which is configured to predict and decode a decoding target block, comprises the steps of: generating a residual block of a chroma block by receiving a bit stream; generating reconstructed information about a luma block corresponding to the chroma block and reconstructed information about a periphery of the luma block; generating reconstructed information about a periphery of the chroma block; determining a scaling value and an offset value using the reconstructed information about a periphery of the chroma block and the reconstructed information about a periphery of the luma block; generating a prediction block of the chroma block by applying the determined scaling value and the offset value to the reconstructed information of a luma block; and generating a reconstruction block of the chroma block based on a differential block of the chroma block and the prediction block of the chroma block. According to embodiments of the present invention, when predicting the decoding target block using a CCLM technique, accuracy of prediction in a screen can be increased by effectively setting a sample of values of reconstructed peripheral pixels.;COPYRIGHT KIPO 2019
