The present invention relates to a double structure non-combustible flexible material composition to improve flexibility and fire resistance inside an LPG tank at the same time. The double structure non-combustible flexible material composition comprises: a first layer; and a second layer laminated on a surface of the first layer, wherein the first layer includes mineral wool, pine needle powder, and a flexible binder and the second layer includes vermiculite, the mineral wool, and a non-combustible binder.
