The present invention relates to a fuel reforming device having excellent heat exchange effect and a fuel cell system capable of reusing an anode off gas (AOG) using the same. The fuel reforming device according to the present invention includes a reforming unit, a burner unit, a heat exchange unit, and an exhaust gas discharge line, wherein the exhaust discharge line includes two discharge pipes of different diameters. When a combustion gas including AOG is supplied to the burner unit, an exhaust gas is discharged through the discharge pipe having a smaller diameter of the two discharge pipes. As a result, when the combustion gas including AOG is supplied to the burner unit, gas hourly space velocity (GHSV) at the heat exchange unit connected to the exhaust gas discharge line can be lowered, thereby enhancing heat exchange effect.
