Disclosed are a phantom manufacturing method and a phantom used to evaluate focusing performance of an electromagnetic wave. According to an embodiment of the present invention, the method comprises the steps of: mixing two or more of protein materials, colored substances, and Zion materials based on electrical characteristics and thermal characteristics of a human body to manufacture a phantom mixture so as to manufacture an initial phantom; and cutting the initial phantom into at least one in accordance with a location of radiating an electromagnetic wave to manufacture a final phantom used to evaluate focusing performance of a device of radiating the electromagnetic wave.;COPYRIGHT KIPO 2019
