System and Method for Coexistence of Low Delay and Delay Tolerant Communication Resources

A method is provided for scheduling downlink transmissions. The method includes receiving, by user equipment (UE), downlink control information (DCI) from a base station, wherein the DCI is a location of a transmission duration within a subframe. The position of the transmission duration includes the start position of the transmission duration and the length of the transmission duration, and the length of the transmission duration is two, four or seven symbols. The method further includes receiving downlink data from the base station, wherein the downlink data is carried by the transmission duration at the location indicated by the DCI.
