The present invention relates to an IT-based traffic light control system for pedestrian safety and a control method thereof and, more specifically, to an IT-based traffic light control system for pedestrian safety, capable of calling the attention of a smartphone user walking across a crosswalk through a visual or acoustic notification in accordance with the operation of a traffic light by installing a specific application in the smartphone, and a control method thereof. To achieve the purpose, the IT-based traffic light control system includes: an Android application installed in a smartphone of a user; an Arduino traffic light device installed in a road to be controlled and turned on selectively in a specific color; and a php server functioning to connect the Android application and the traffic light device.
