The present invention relates to: a graphene-based compound prepared from a single-phased composition for manufacturing a graphene-based compound comprising a hydrocarbyl amine, a hydroxyl group-containing carbon source, and an acid; a method for manufacturing the same; and a graphene quantum dot. The graphene-based compound according to the present invention has an advantage of providing excellent light emission characteristics and quantum efficiency by comprising single crystal graphene quantum dots.
