The present invention relates to a puff flocking-processed on a surface of polyurethane artificial leather and a manufacturing method thereof, and more specifically, to a puff flocking-processed on a surface of polyurethane artificial leather, which forms a coating layer by impermeable polyurethane artificial leather and performs a flocking process on a coating surface of the coating layer to improve coating properties by means of the flocking process and to block cosmetic materials from penetrating into a cushion layer inside a puff by means of the coating layer made of impermeable materials, thereby maintaining elastic properties and durability; and a manufacturing method thereof. The puff flocking-processed on a surface of polyurethane artificial leather, as a puff used to coat cosmetic materials on skins, comprises: a coating layer on one side of the puff; a cushion layer providing an elastic force on a rear surface of a coating surface of the coating layer; and an outer skin layer covering the cushion layer, wherein the coating layer is formed by impermeable polyurethane artificial leather and flocking piles are planted on the coating surface of the coating layer. In addition, the manufacturing method of a puff flocking-processed on a surface of polyurethane artificial leather comprises: an arranging step of preparing the coating layer, the outer skin layer and the cushion layer made of polyurethane artificial leather materials, and placing the cushion layer between the coating layer and the outer skin layer; a bonding step of bonding and cutting the coating layer and the outer skin layer by a predetermined size; and a flocking processing step of planting flocking piles on the coating surface of the coating layer after the coating layer and the outer skin layer are bonded.
