The present invention relates to a vibration damper and a vibration damper system. According to an embodiment of the present invention, the vibration damper includes: a plurality of protruding plate units placed side by side, and including a first base plate placed in parallel with the upper and lower surfaces of a horizontal beam and a plurality of vertical plates vertically protruding from the lower or upper part of the first base plate, having a tapered shape and including a first shaft support part formed at an end; a support plate unit including a second base plate placed across from the first base plate and a plurality of support bars vertically protruding from the second base plate towards the first base plate in parallel with the vertical plates and including a plurality of second shaft support parts; and a plurality of rotary shaft bars going across the first and second shaft support parts to be rotatable. Vibration elements towards the horizontal beam caused by earthquake vibrations are damped by making the vertical plates rotate around the rotary shaft bars, and horizontal vibration elements, which are vertical to the horizontal beam, are damped by causing the vertical plates to be bent. Moreover, suggested is a vibration damper system.
