According to an aspect of the present invention, the present invention relates to a drum-type heavy metal elution tank for purifying complexly contaminated soil, which can remove not only oil but also heavy metal from contaminated soil in an efficient manner by maximizing efficiency of rotational friction by the drum-type heavy metal elution tank using force derived from the falling of the contaminated soil. According to an embodiment of the present invention, the drum-type heavy metal elution tank for purifying complexly contaminated soil comprises: an elution tank which has a treatment water inlet and an elution material inlet, formed on one side to elute heavy metal from fine soil by mixing fine soil with an elution material, and a treatment water outlet formed on the other side; a rotation drum which is installed in the elution tank, is floated and rotated, and elutes heavy metal chemically bound to the fine soil based on a falling principle of the fine soil; and a rotation device which floats the rotation drum in the elution tank and rotates the rotation drum.
