The present invention relates to a construction method of an emergency operation monitoring control system using a logic block unit. The present invention provides an emergency operation monitoring control system and a construction method thereof using a logic block unit. A main control part and an auxiliary control part are arranged on a system which monitors and controls a plurality of process facilities installed in environmental foundation facilities such as a water purification plant, a sewage treatment plant, a booster station, a mediation pumping station, a rainwater pumping station, and a wastewater pumping station. A circuit is automatically switched to the auxiliary control part by a logic block unit when a fault or an abnormal situation of the main control part occurs to perform replacement operation and emergency operation by the auxiliary control part. Starting and stopping of a pump can be continuously controlled and the state of facilities can be monitored by a portable terminal of an operator regardless of the position of the operator.
