The present invention disclosures an internet protocol (IP) monitoring camera which is capable of determining an operation state of a camera. The apparatus provides: a lens unit which has an optical lens and pictures a monitoring region according to a picturing setting; an image sensor unit which detects the pictured image and creates an analog signal, and then transforms the same into a digital signal; an image signal processor which processes an image by receiving authorization of the transformed digital signal, discerns an event with respect to a system state and movement by detecting movement among the pictured image, and controls operation of a plurality of state light emitting diodes (LED) and a plurality of infrared light emitting diodes (LED); and a light source and displaying unit which operates the state LED and infrared LED by responding the control. The image processed image signal is transferred to a monitoring server, a user terminal and a portable terminal through a cable and wireless communications network after processed as an image for a network.
