The present invention relates to a road surface water repellent infiltration reinforcing agent composition and a construction method using the same, wherein the composition comprises: 5-20 parts by weight of an anionic emulsifier; 1-10 parts by weight of calcium nitride; 10-30 parts by weight of caustic soda; 10-40 parts by weight of octyltriethoxysilane; 5-40 parts by weight of a curing agent; 5-30 parts by weight of nano-ceramic particles; 1-20 parts by weight of a thickening agent; 5-30 parts by weight of an anti-stripping agent; 3-10 parts by weight of an antioxidant; 1-20 parts by weight of an adhesion promoter; and 0.5-5 parts by weight of an antifoaming agent, based on 100 parts by weight of an acrylic resin. According to the present invention, the road surface water repellent infiltration reinforcing agent composition is applied to both of an asphalt paved road and a concrete paved road and can prevent deterioration in pavement binding strength, plastic deformation during summer, deterioration in durability such as damage caused by overload on a vehicle, deterioration in anti-skidding effect, etc.
