The present invention relates to an apparatus to connect water supply and sewer pipes of roads, capable of self-centering and improving the hardness of a flange joint by minimizing reduction in a cross-sectional area of a flange. The apparatus includes: a first flange (30) including a first sleeve (31) welded to a first pipe (20); a second flange (40) attached to the first flange (30) with a packing (22) laid therebetween, and including a second sleeve (41) welded to a second pipe (21); clevis parts (32, 33) formed on the outer surface of the first flange (30); a seesaw arm (50) inserted between the clevis parts (32, 33); a pivot pin (70) supporting the seesaw arm (50); a clamp jaw (51) formed at an end of the seesaw arm (50); an arc-shaped groove (52) having a trapezoidal cross section and formed on the clamp jaw (51); a ring-shaped protrusion (43) having a trapezoidal cross section and formed on the outer surface of the second flange (40); a nut part (53) formed at the other end of the seesaw arm (50); a bolt support part (35) formed along a corner part (34) in which the first sleeve (31) and the first flange (30) meet; a semicircular groove (36) formed in the bolt support part (35); a semicircular support body (60) supported by the semicircular groove (36); a combination bolt (55) combined with a tap hole (54); hanging steps (37, 38) formed from the bolt support part (35) toward the outer surface of the first sleeve (31); and a twist prevention step (56) formed in the lower part of the nut part (53).
