The flow battery comprises an electrode operable to be wetted by a solution having a reversible redox couple reactant. In one embodiment, the electrode may have a plurality of micro and macro voids, which are at least 10 times larger than the size of the micro voids. In another embodiment, the electrode comprises a plurality of layers, one of the plurality of layers having a plurality of macro voids, and the other of the plurality of layers having a plurality of micro voids. In another embodiment, the electrode has a thickness that is less than about 2 mm. In another embodiment, the electrode has a porous carbon layer, which is formed of a plurality of particles bonded together.
