Disclosed is a composite elastomer composition. The composite elastomer composition includes a mixture of 95-97 parts by weight of polyurea and 3-5 parts by weight of a structural stiffener, wherein the structural stiffener may be glass fiber powder having an average particle diameter of 13.5 micrometers and an average length of 300 micrometers. The composite elastomer composition is applied to an application surface of a building structure by a composite elastomer composition application method, wherein the method comprises: an application surface treatment step for removing foreign materials from an application surface on which the composite elastomer composition will be applied; a coating layer formation step for forming a coating layer on the application surface; a composite elastomer heating step for heating the composite elastomer composition to have a viscosity that can be sprayed; and a composite elastomer spraying step for spraying the composite elastomer composition onto the coating layer. In the composite elastomer spraying step, the composite elastomer composition is applied onto the whole surface of the building structure or in a length direction of the application surface, while the composite elastomer composition is applied linearly in a traverse direction of the application surface, and evenly sprayed at a constant interval in a length direction of the application surface.
