The present invention relates to a vehicle management system for uniting allocation management and accident management, in which a position sensing means has a first wireless module installed each in a garage, a destination, and a plurality of stops, a management controller installed in a unit vehicle and a second wireless module installed to correspond to the first wireless module of the position sensing means, a connection structure of a management server wirelessly connected to the management controller through a communication company network, detects a current position of the vehicle by communicating between the position sensing means and the management controller and transmits a signal to the management server if the vehicle does not move for a predetermined time, and the management server allows for sending an allocation signal to a nearby vehicle.
