During the power down transition of the fuel cell power plant, in the boost and buck embodiments, the excess electrical energy generated by the consumption of the reactant is supplied by the voltage limiting device controller 200, in response to the controller 185, i) as energy dissipated in the resistive auxiliary load, or ii) as energy applied to the energy storage system 201 (battery). The controller operates the voltage limiting device controller in response to the positive time derivative of the voltage of one or more of the fuel cells exceeding a predetermined limit value.
