The present invention relates to an apparatus and a method for water pollution load evaluation using an L-THIA ACN-WQ model, including a basic data input unit for input of basic data including at least one of soil information, hydraulic terrain information, and weather information including daily precipitation, daily average temperature, irradiation amount, and daylight hours by weather point, a curve number calculation unit calculating a curve number (CN) estimating effective rainfall based on the input basic data, a direct outflow calculation unit calculating a direct outflow from every hydrologic response unit (HRU) in a watershed to a stream based on the calculated curve number, a base outflow calculation unit determining infiltration by using an infiltration initial loss coefficient previously drawn along the curve number in the calculated direct outflow and calculating the amount of water flowing into an aquifer and a base outflow flowing to a stream based on the determined infiltration, and a pollution load calculation unit calculating a pollution load based on the calculated direct outflow and base outflow.
