The present invention relates to a composition for producing a soil conditioner, capable of improving acidic soil to soil in the pH range of 6.0 to 8.0, and to a soil conditioner, and a soil improvement method. The composition for producing a soil conditioner of the present invention comprises: 100 parts by weight of bauxite residue, 5 to 15 parts by weight of a solidifying agent, 5 to 25 parts by weight of a thickener, and 7.5 to 10 parts by weight of water.
