According to an embodiment of the present invention, An advertisement service system in which a banner advertisement is inserted into a content page according to a priority determined by a reference region and provided comprises a service providing server for inserting a banner advertisement into an advertisement area of a content page and providing the banner advertisement to a user device. The service providing server includes a database module for receiving and storing a banner advertisement to be inserted into the advertisement area of the content page and a reference area of the banner advertisement independent of the position of an advertiser; a priority setting module for setting a priority of a banner advertisement using a reference area of a banner advertisement stored in the database module based on a location specified by the location information of the user device; an advertisement matching module for matching the banner advertisement with the advertisement area according to the priority of the banner advertisement set in the priority setting module and the priority of the advertisement area included in the content page; and an advertisement providing module for inserting the banner advertisement stored in the database module into the matched advertisement area and providing the banner advertisement to the user device.
