The present invention relates to an apparatus for partially repairing and reinforcing through photo-hardening and thermo-setting and a method thereof, comprising: a moving hole having a body unit of which both ends are provided with a wheel, and which has a light projecting means and an air injection means formed therein, and in which a packer is formed to be expanded by the air injection means while allowing light from the light projecting means to be projected to the outside; and a photo-hardening repairing member mounted on the packer, wherein an impregnation resin including a photo-hardening resin is impregnated in a felt in a plate shape formed through weaving of glass fiber; and an attachment repairing member mounted on an outer circumference of the photo-hardening repairing member, wherein an impregnation resin including an epoxy resin is impregnated in a felt in a plate shape formed through weaving of glass fiber.
