The catalyst according to the present invention can be provided as a highly durable material having an activity for an oxygen reduction reaction by doping a carbon nanofiber having a crystalline carbon structure with a transition metal and nitrogen. In addition, the catalyst can improve the rate of oxygen reduction reaction by maximizing the reaction area by forming a plurality of nanopores while maintaining a uniform one-dimensional skeleton of the carbon nanofibers. In addition, the porous carbon nanofibers have excellent durability and specific surface area, and can support various active components such as platinum nanoparticles in a high content by using the carbon nanofibers as a support.
