According to the present invention, an elbow forming device with a multi-joint mandrel comprises: a mold having a forming space in which a pipe to be formed is formed by an elbow; a pusher applying a force to the pipe to be formed to be inserted into the forming space; and a mandrel having a plurality of components that are rotationally coupled to at least two links, and inserted into the pipe to be formed, which is inserted into the forming space by the pusher, to form an internal surface of the elbow.
