The present invention relates to a device and a method for fusing a high-frequency and a low-frequency elastic wave data for detection of seafloor strata exploration and, specifically, to a device and a method for fusing high-frequency and low-frequency elastic wave data for detection of seafloor strata exploration, wherein low-frequency elastic wave data in shot order is sorted by receiving high-frequency elastic wave data and low-frequency elastic wave data and a high-frequency shot close to a low-frequency shot is searched to match a sampling interval of the corresponding low-frequency shot and the-high frequency shot, and a first arrival (position of the seafloor) of an initial signal is checked and the low-frequency and high-frequency elastic wave data is extracted to as much as to the window time by determining the window time to be fused.
