The present invention relates to an air-stack effect air-conditioning decreasing system for a high building, which reduces an air-stack effect generated in a high building such as a building and an apartment house, reduces an air-stack effect generated in an elevator shaft and a stair chamber in the high building, prevents a phenomenon in which a door is not smoothly closed from an underground parking lot to an upper floor by the air-stack effect, reduces noise caused by a wind toward an upper floor, wherein the noise becomes louder, and reduces an air-stack effect in the high building in advance to delay a fire diffusion speed and secure time for people to evacuate to as to prevent damage to the people as smoke and the fire diffusion speed are accelerated due to the air-stack effect in case of fire in the high building.
