The present invention relates to a method and an apparatus for measuring live wire state insulation resistance of 3-phase 4-line of extracting leakage current by phase and component (effective and ineffective components) for measuring live wire insulation resistance of 3-phase 4-line electrical installation for general use in a live wire state. To this end, the method for measuring live wire state insulation resistance may comprise: a step (S10) of sequentially applying power voltage at different time intervals by each phase in electrical equipment, and measuring current change by each phase and leakage current change to set resistive leakage current initial value by each phase of the electrical equipment; a step (S20) of measuring voltage by each phase, load current, and zero phase current of the electrical equipment; and a step (S30) of calculating load consumption power by each phase based on the measurement value. In addition, the method may include: a step (S40) of calculating provisioning leakage power by each phase based on the measurement value; a step (S50) of extracting power leakage generation phase based on the preset phase selective standard and the measurement value; and a step (S60) of accumulating leakage current variation by each phase by using the calculated provisioning leakage power by each phase based on the extracted power leakage generation phase. Accordingly, the present invention is capable of measuring live wire insulation resistance of the electrical equipment by extracting leakage current by phase and component (effective and ineffective components) in a live wire state of 3-phase 4-line electrical equipment.
