According to the present invention, provided is a disaster management system which uses disaster management service control information and disaster information based on a pre-assigned unique name and comprises a namespace based on the unique name. The disaster management system comprises: an edge cloud which generates a disaster control message based on the unique name using the namespace and transmits the disaster control message to a user terminal; and a core cloud which updates the disaster management service control information of the edge cloud or receives the disaster control message generated by the edge cloud to manage the disaster management service of the edge cloud.
