The present invention relates to a cement mortar composition for emergency repair with improved strength and durability, and to a method for repairing and reinforcing a concrete structure using the same. The cement mortar composition for emergency repair of the present invention comprises 10 to 80 wt% of a fast hardening modified binder, 15 to 85 wt% of a fine aggregate, and 5 to 30 wt% of water.
