According to an embodiment of the present invention, a method for managing mobility by service using multiprotocol label switching (MPLS) in a software defined network (SDN) environment comprises: (a) a step of receiving a packet_IN message transmitted to an access point (AP) by a user terminal from the AP; (b) a step of checking whether a mobile node (MN) identifier matched with the packet_IN message exists by using data previously stored in a server; and (c) a step of selecting any one among a plurality of switches as an anchor to which the user terminal is connected, based on whether the matched MN identifier exists. According to the present invention, a flow is divided into a real-time service and a non-real-time service according to service characteristics, and thus a packet transfer delay sensitivity value and a handover delay sensitivity value can be set.
