The present invention relates to a three-dimensional visualization monitoring and analyzing system for rainfall observation data and a method for the same. More specifically, the three-dimensional visualization monitoring and analyzing system for rainfall observation data comprises: an image generating unit (100) generating rainfall image data by applying a predetermined legend to rainfall observation data when receiving radar observation; an accumulated image generation unit (200) generating accumulated rainfall image data by accumulating and calculating the rainfall image data generated by the image generating unit (100) based on time series using algorithm stored in advance; a height data generating unit (300) defining a height value of the accumulated rainfall image data generated by the accumulated image generation unit (200) using the algorithm stored and generating raw data on the height value defined; and an integrated control unit (400) receiving the rainfall image data, the accumulated rainfall image data, and the raw data and modeling the three-dimensional accumulated rainfall data.
