The present invention relates to a vehicle capable of conducting real-time water environment sampling and water quality measurements, comprising: a drone (100) which collects a sample for measuring the water quality of the water environment; sample collecting equipment which is installed in the water where the water quality is to be measured by a user in person, and which collects a sample for measuring the water quality; a vaporizer which vaporizes the collected sample; a water quality measuring unit which analyzes the water quality through the vaporized sample; a communication unit which transmits the measured water quality to a situation room; a battery (600) which supplies power to an apparatus placed in a vehicle; and a vehicle power generator connected to the battery (600) to recharge the battery (600). According to the present invention, in a method for performing an operation and management by integrating a countermeasure and a prevention of a leak of hazardous chemicals in the water environment using the vehicle capable of conducting the real-time water environment sampling and water quality measurement, the method comprises: a step of checking if a waste water treatment function is lowered or not after high-concentration waste water is introduced into a waste water treatment facility (S100); a step of measuring the water quality at a discharge hole from which waste water is discharged (S200); a step of estimating the position where pollutants are generated (S300); a step of sending the vehicle to the position where pollutants are generated, which is estimated in the above step of S300 (S400); a step of measuring water quality in real time at the position where pollutants are generated (S500); and a step of transmitting the water quality measured in real time to the situation room (S600).
