The present invention relates to a device for manufacturing GI reducing rice capable of efficiently manufacturing GI reducing rice of uniform quality by effectively increasing and ripening rice. The device for manufacturing GI reducing rice comprises: a drum-shaped chamber body (11) which includes an overall sealed structure; a processing chamber unit (10) which includes an inputting gate unit (14) for inputting the rice and a discharging gate unit (15) for discharging the rice, and provides an inner space for processing the rice; a stirring shaft member (20) which enters into the processing chamber unit (10) and includes shaft stirring wings (22) for stirring or transferring the rice and a shaft spraying nozzle unit (24) for spraying stream or air supplied through an inner channel toward the inner space of the processing chamber unit (10); a chamber driving unit (30) which provides driving force for rotating the processing chamber unit (10); and a shaft driving unit (40) which provides driving force for rotating the stirring shaft member (20). Inner guide wings (12) provided on an inner wall of the processing chamber unit (10) are used for stirring or transferring the rice.
