The present invention relates to a mixed composition for stably processing a cement for a base layer, which can be used as a base layer by improving adhesion of a boundary between an aggregate and cement particles generated in a waste asphalt by using a synthetic polymer and an inorganic reaction activator, and to a base layer construction method using the same. The mixed composition for stably processing a cement of the present invention, which improves a coupling force between a waste asphalt aggregate and a cement in a concrete mixture for a base layer including the waste asphalt aggregate and the cement, comprises: a synthetic polymer including a hydrophobic structure and a hydrophilic structure at a ratio of 8 : 2 to 2 : 8 with respect to a molecular weight; and an inorganic reaction activator including alkali salt.
