The present invention relates to an in-situ biological purifying and monitoring system by aerobic and anaerobic microorganisms of underground pollutants. According to the present invention, oxygen is supplied and also, nitrate which is an anaerobic microorganism substrate is injected into a saturation aquifer through an injection tubular well in order to promote the growth and activity of aerobic microorganisms, such that a decomposition mechanism of the aerobic and anaerobic microorganisms is activated to perform aerobic and anaerobic decomposition on a hydrocarbon compound or phenol-based pollutants. In addition, a pollution level is monitored in real time and a purification period is to be calculated based on pollution level data that a pollution level of an underground pollutant is automatically measured in real time.
