The present invention relates to fluorescent particles comprising polystyrene beads and carbon quantum dots and, specifically, to an application method connecting fluorescent particles produced by forming covalent bonds with polystyrene or polystyrene derivatives and carbon quantum dots and metal nanoparticles. The carbon quantum dots are eco-friendly and non-toxic, thereby being suitable for biological samples. A synthesis process of the carbon quantum dots is simple and the carbon quantum dots are water-soluble because the properties of existing carbon quantum dots are retained. In addition, the carbon quantum dots are easy to handle by having a certain size and weight due to a form of particles due to the covalent bonding with the polystyrene or the polystyrene derivatives, the fluorescence lifetime is long and the brightness can be adjusted according to the concentration of the carbon quantum dots, thereby controlling the optical properties.
