The present invention relates to a method for designing valves of a waterworks network for corresponding to a pipeline accident; a computer-readable recording medium having a computer program recorded therein to implement the same; and a computer program recorded therein. In evaluating adequacy and selecting a position of a drain valve in order to drain water without omission for the whole waterworks network, selecting a position of a drain valve added to reduce a drain time based on the drain time, and selecting a position of a control valve installed to divide a segment to be able to be isolated, the method selects the position to realize a uniform drain time with respect to the whole waterworks network while draining water within a maximum allowed drain time, and develops and applies a systematic analysis process for the same, an evaluation index concretely digitized to evaluate the adequacy of the position of the valves, and a drain time calculation model through application of a hydraulic theory and a numerical analysis technique.
