Disclosed are a wind LiDAR calibrating device using phototrap and a calibrating method using the same. Calibrating technology of wind LiDAR can prevent returning of an unnecessary laser signal after reflecting by including phototrap which absorbs the unnecessary laser signal. Therefore, the present invention can improve the accuracy of wind speed measurement by the wind LiDAR. The calibrating technology of the wind LiDAR shortens calibrating time of the wind LiDAR by using a rotating body or a wind tunnel for generating reference wind speed indoors and generating desired wind speed data. The wind LiDAR calibrating device comprises the rotating body, the wind LiDAR, and the phototrap. The rotating body is rotated to generate the reference wind speed. The wind LiDAR includes a laser emitting unit which emits a laser in a direction of rotating the rotating body, and a calculating unit which calculates a peak wind speed value by sensing the laser which is reflected and returned to a circumferential surface of the rotating body; and is positioned on a side of the rotating body. The phototrap absorbs the laser which passes the air without reflection of the rotating body from the circumferential surface, and is positioned on the opposite side of the rotating body. The present invention can calibrate the peak wind speed value of the wind LiDAR based on a reference wind speed value of the rotating body.
