The present invention relates to a system and a method for monitoring and analyzing an insulation deteriorating state of a transformer bushing having a bushing tap, which can increase the accuracy of insulation deteriorating diagnosis. The system of the present invention comprises: a partial discharge detection unit for receiving and detecting a partial discharge frequency; a current detection unit for receiving and detecting a leakage current; a voltage detection unit for receiving and detecting a driving voltage; a phase synchronizing unit for synchronizing a phase of voltage; a comparator for receiving the leakage current from the current detection unit; and an analysis determination unit for analyzing an insulation deteriorating state of a transformer bushing.
