The service open robot intelligence framework system includes a service package unit, a service package applying unit, and a service package request processing unit. The service package is registered and managed by the developed service package. The service package application unit parses the service package so that the robot can perform the robot service according to a user's request to use the robot service. The service package request processing unit searches for the service package according to the user's request in the service package unit and transmits the searched service package to the service package applying unit.
