The present invention relates to a system for providing a stereoscopic 3D 360 degree virtual reality service based on a hybrid network. According to a specific example of the present invention, by performing MPD signaling for standardizing and multiplexing a base layer stream, an enhancement layer stream, and a stereoscopic stream derived from a high-resolution left eye image and a right eye image captured by a 360 degree camera based on an ATSC 3.0 protocol, it is possible to provide realistic media such as 360-degree VR defense service with HD and UHD resolution and stereoscopic 3D 360-degree VR. By using one encoder to derive a base layer stream, an enhancement layer stream, and a stereoscopic stream, the complexity of a system can be reduced and compression efficiency can be improved.
