A long range (LoRa) network base station apparatus comprises: a communication unit for transceiving a packet with a LoRa network terminal device and a LoRa network server device; a detection unit for detecting a change in a position of the LoRa network base station apparatus; and a control unit for controlling the communication unit based on a detection result of the position change. The control unit controls whether the communication unit transmits an uplink packet received from the LoRa network terminal device to the LoRa network server device based on a detection result of the position change.
