PURPOSE: A mobile communication system, a base station, an RNC(Radio Network Controller) and a resource assignment control method used therefor are provided to properly add assignment codes by confirming situations when the codes are used, and to increase an average TBS(Transport Block Size) of a transmission packet without deteriorating efficiency of the codes, thereby improving a throughput of an HS-PDSCH(High Speed Physical Downlink Shared Channel). CONSTITUTION: An RNC function unit(11) is connected to a network, while a base station function unit(12) is connected to a mobile station. A resource assign updating unit(13) performs a resource assign control function for the number of channelization codes to be assigned to the base station function unit(12) from the RNC function unit(11) or power to be informed of, and stores assignment information. A resource use information detector(15) detects information on situations when resources are used, and informs a resource assign decider(14) of the detected information. The resource assign decider(14) decides whether resource assignments are to be updated, and informs the updating unit(13) of decided results.
